Officer Steve Rizzi and Sergeant Jim Strausz were a police officer and a police sergeant, respectively, of the New York Police Department of the 14th Precinct. They were corrupted law enforcement that run their own business called New York's Finest Taxi Service, where they run this high profit racket driving smugglers and drug dealers all over the city for a few 100 dollars. Steve and Jim weren't the only ones doing it, the business was a ring of corrupt cops within the NYPD who they have their own business cards. However, after a while, the taxi service shutdown when somebody started asking questions, internal affairs has been waiting to catch them ever since.
According to Verbal Kint, at the John F. Kennedy International Airport, they were transporting a smuggler, Oscar Whitehead, to Staten Island, where he, along with four other criminals, Keaton, McManus, Fenster, and Hockney robbed them than set their police cruiser on fire. Keaton later made an anonymous phone call, both Rizzi and Strausz were indicted three days later. Within a few weeks, fifty more cops went down with them. Even though, Keyser/Verbal's story was mostly fabricated, it was later confirmed by Rizzi and Strausz that they only saw four of them.
After the conspiracy murder spree of the Anti-Hunters, federal agencies and law enforcement were getting desperate, and as a result, CIA Director Marshall and CID Major Donovan had them reinstated in the department under their supervision.
During a raid on a warehouse after discovering one of the organization's associates, Steve and Jim ended up being caught in a trap that got them killed.
