Officer Judith "Judy" Laverne Hopps is the first rabbit officer of the Zootopia Police Department. Growing up in a large rabbit family that's into the farming business, Judy dreamed of becoming a police officer in Zootopia, a place where prey and predator live together in harmony, where anyone can be anything when she was a child. During Judy's first day on the force, she was assigned as a parking enforcement officer, however, on her second day, she gets a chance to prove herself by finding one of the missing mammals. Judy seeks help from a fox, Nick Wilde, where she learns he became cynical and sly due to his childhood bullying, however, their teamwork manages to find all fifteen mammals.
Seeking answers, Judy unintentionally stated it has something to with biology, predators reverting back to their primal selves, which caused panic in the city of Zootopia, and her friendship with Nick. Resigning from the force and working as a carrot farmer, Judy realized it was the caused of Night Howlers, going back and recoiling with Nick, the duo discovered it was Bellwether behind the conspiracy. Tricking her into revealing her plot and getting arrested, Judy is reinstated into the police force where she welcomes Nick as the first fox officer.
Judy is the daughter of Stu and Bonnie Hopps, the sister of her 275 siblings, the niece of Terry, the granddaughter of Otto, and the aunt of Cotton.
Also, according to Mr. Big, she's the godmother of Fru Fru's future daughter.
When Nick joined the police force, Judy takes him as her partner.
After being mutated, she, Nick, her family, the ZPD, and most of the citizens of Zootopia pledged their loyalty to the Young Family.
