Detective Conklin is a vice detective within the Los Angeles Police Department as an undercover narcotics cop within the Wilshire Division. Detective Conklin has bought the attention of Detective Graham Waters and Detective Ria to a shootout scene between him and William Lewis, who is also another undercover cop that was shot dead. Conklin brings attention within the department as William was the third black man he shot, noteworthy Detective Waters, who tries to bring the evidence to find money worth $300,000 in cash in Lewis' trunk but his superiors wanted to drop it as given him being white, they wanted to craft a non-racist image for the department, and letting Conklin take the fall as it would politically benefit the DA.
Even though he gone through his suspension, the incident was "overlooked" as he became a target of the Anti-Hunters.
Detective Conklin is a slender, tall man.
