William "Billy" Duvall was the senator of Virginia.
Duvall had a political dispute with Secretary David Brice about continuing a submarine project called the Phantom sub. Therefore, Duvall had to make budget cuts on the Department of Defense for $2 billion for five years. The reason so is the CIA's wet dream about catching a KGB agent named "Yuri" who has to infiltrate the Pentagon. Duvall had Director Marshall of the CIA on his side because the latter's theory about the Russian subs so they put together the Phantom sub that should be invisible to sonar.
Not knowing that Brice had Lt. Commander Tom Farrell of the U.S. Navy transfer to the Pentagon to end the program. After hearing about an investigation of Brice's mistress' death, he confronted him about having the the entire department of defense, circumvented CIA and the FBI, the Washington police involved.
In the heated moment, Scott stepped in about acting peremptorily and not locking into any position of the Phantom sub. Senator Duvall apologized for his unseemly outburst and left with hope that they'll reach an accommodation.
After Brice's resignation from the incident at Tom's confession and Scott being revealed as "Yuri", Duvall canceled the project.
After the KGB dissolved, Billy Duvall served his terms and lives in a suburban area.
As of 2011, Duvall finds himself involved in Brice's murder that soon follows as he became a victim of a former KGB agent.
